Abstract

The objective of this research is to analyze the technical capacities of the public servants of the GAD Parroquial Rural of La Unión, in order to evaluate their effectiveness in administrative and financial management. A qualitative deductive approach was applied, using a 30-question survey addressed to 25 public servants and a semi-structured interview with the president of the GAD. The data were analyzed using descriptive statistics and thematic analysis. The results reveal that civil servants have a high level of knowledge in key areas such as financial management, human resources and planning, although areas requiring improvement were identified, such as continuous staff training. The need to encourage greater citizen participation and improve the use of technology in public management was also highlighted. The main conclusion is that, although public servants show solid technical competencies, strengthening the areas of training and citizen participation would optimize the efficiency and transparency of the GAD, contributing to the sustainable development of the parish.

Esta investigación tiene como objetivo analizar las capacidades técnicas de los servidores públicos del GAD Parroquial Rural de La Unión, con el fin de evaluar su eficacia en la gestión administrativa y financiera. Se aplicó un enfoque cualitativo deductivo, utilizando una encuesta de 30 preguntas dirigida a 25 servidores públicos y una entrevista semiestructurada a la presidenta del GAD. Los datos fueron analizados mediante estadística descriptiva y análisis temático. Los resultados revelan que los servidores poseen un alto nivel de conocimiento en áreas clave como la gestión financiera, recursos humanos y planificación, aunque se identificaron áreas que requieren mejora, como la capacitación continua del personal. También se destaca la necesidad de fomentar una mayor participación ciudadana y mejorar el uso de tecnologías en la gestión pública. La principal conclusión es que, aunque los servidores públicos muestran competencias técnicas sólidas, fortalecer las áreas de capacitación y participación ciudadana optimizaría la eficiencia y transparencia del GAD, contribuyendo al desarrollo sostenible de la parroquia.
