Abstract

In recent years, there have been no specific studies or research on the phenomenon of scams targeting the elderly. The authors' present work is a example of systematic integration between theory and investigation, going beyond the simple description of updated data. Furthermore, it offers a profile of the offender and the victim, producing an interpretative framework of the reasons why some provinces, compared to others, are more attractive to cynical exploiters of the more vulnerable conditions of the elderly population. The research, in presenting the trend of this crime over the last five years, identifies, among the various factors, the influence that institutional performance has on increasing or decreasing the level of territorial security, highlighting – compared to a more general common sense – that the simple provision of money by the victims does not in itself constitute the exclusive reason that drives new digital travelers to one location rather than another. Some preventive and counter-crime policy suggestions, leveraging the best practices the force has experimented with in recent years, highlight what still needs to be done to improve results, considering that – as with any crime – a multidisciplinary and integrated approach and action always offers better solutions than the isolated actions of each social actor.

Non ci sono negli anni più recenti studi e ricerche specifiche sul fenomeno delle truffe agli anziani. Il presente lavoro degli autori è un esempio di integrazione sistematica tra teoria e investigazione, andando oltre la semplice descrizione dei dati aggiornati. Il volume offre una profilazione dell’offender e della vittima, producendo un quadro interpretativo delle ragioni per le quali alcune province rispetto ad altre attraggono maggiormente gli sfruttatori cinici della condizione di maggiore vulnerabilità della popolazione anziana. La ricerca nel presentare l’andamento di tale delittuosità negli ultimi cinque anni, coglie tra i diversi fattori l’influenza che la performance istituzionale produce nell’aumentare o meno il livello di sicurezza territoriale, mettendo in risalto – rispetto ad un senso comune più generale – quanto la semplice dotazione di soldi da parte delle vittime, non costituisca di per sé l’esclusiva ragione che muove i nuovi trasfertisti digitali verso località piuttosto che altre. Alcuni suggerimenti di policy a carattere preventivo e di contrasto, valorizzando le buone pratiche che negli anni più recenti l’Arma ha sperimentato, danno conto di ciò che occorra ancora fare per migliorare i risultati, considerando che – come per ogni crimine – l’approccio e l’azione multidisciplinare e integrata offre sempre migliori soluzioni rispetto alle azioni isolate di ogni attore sociale.
