dc.description.abstractDer Autor untersucht die Möglichkeiten einer rationalen Umweltpolitik unter der Bedingung, dass der öffentliche Gesamthaushalt möglichst wenig belastet wird. Er unterzieht dabei die These, dass die Anwendung des Verursacherprinzips das öffentliche Budget weniger belastet als die Anwendung des Gemeinlastprinzips einer kritischen Würdigung.
