oapen.abstract.otherlanguageMass surveillance has not been recognised as a systematic crime under criminal law, neither in the context of unlawful regimes of the past (e.g. GDR, Nazi Germany) nor today on the occasion of global surveillance scandals (e.g. NSA, Pegasus).
