publisher.peerreviewpolicyPeer review evaluation is accomplished, without exceptions, through double-blind studies; the scientific method tool used to avoid the observer bias. This tool is characterized by using anonymous authors and evaluators so that a fair, relevant conclusion is reached. This way, the search for these academics who issue concepts is an exclusive responsability of El Fondo and recommendations made by authors are not accepted or asked at any time; in case some suggestions are needed, El Consejo Editorial will be asked about it. <P> In the particular case of this Fondo Universitario, the valuation of the different texts is made based on qualitative and quantitative terms since these first ones allow to compare and generalize results, and the second ones assent contextualization and academic depth. Hence, for every single criteria, a numeric quantity as well as a thesis sustaining must be given by the evaluators. <P> The Selection of evaluators. <P> This one is made based on the next criteria, which account for the peer expertise in the specific area of knowledge of the publication: <P> » Post-graduate degree- superior to the one of the specialization. » Research experience related to the topic of the publication. » Written products related to the topic (books, chapters, articles, talks) » Impact factor. <P> Evaluators’ principles. <P> » Integrity: revision is made with honesty proving a high level of competence in the development of the activity. » Confidentiality: evaluators will be engaged in keeping an absolute reservation in respect to their work, in not using the text for different purposes to the one which has been given, and in safeguarding the intellectual property of a work. » Without conflict of interests: the peer-reviewers and the Fondo Editorial act exclusively in a professional way, avoiding information and actions that may bias the concept issue by the peer-reviewers. » Respect: evaluators’ opinions are written in formative, purposeful, and worthy terms so that they contribute in the creation of academic communities. » Impartiality: the qualitative and quantitative concepts of the evaluators are issued with neutrality, avoiding academic and personal prejudices related to the topic the text relates to. <P> Evaluation criteria. <P> Evaluations made by the peer-reviewers as well as the ones made by El Consejo Editorial will be based on the following criteria: <P> » Relevance: this one determines if the work is particularly interesting for the target audience, if it is relevant to the specific knowledge it is inscribed in, if it makes a contribution to the field, or if it has academic validity. » Rigour: it refers to the correct administration of the concepts, the correspondance among the hypothesis (purpose, objectives), the argumentation, and the results; the contrast between the text with other research publications in the field; and the selection and use of reliable sources. » Authenticity: it deals with the creative or innovative form of presenting the content; it does not implying plagiarism, falsification , or copying. In the case of the derivate works, the author’s copyrights must be guaranteed. » Citing sources: citations and bibliography must follow appropitely the norms established by APA. » Quality and style: it includes aspects such as composition, spelling, structure, and language use; title coherence with the content. The structure and order given to the ideas being conveyed is paramount as a means of allowing the reader to comprehend the text being read. This writing process must avoid the use of innacurate facts, repetitions, unfinished sentences, and terms which are unintillegible for the specific audience interested in the text. <P> Veracity <P> The academic revision stands on a format designed by El Fondo Editorial based on quantitative and qualitative terms and concludes with 3 alternatives that sum up the academic opinion: <P> » It is published without modifications. The evaluators’ comments are taken as reccomendations; this means the author is able to decide wether or not to add them to his/her text; nonetheless, the author must inform the Editorial on the recommendations he does not assume since all of the interventions made by the peers is meritorious in the sense that it aims at improving the academic rigour and style of the publication. » The work is published with corrections. Evaluators’ observations are assumed as requirements; it is a must for the author to adopt them and they can only be discarded when the author makes an academic point in respect to them and not a personal one. » It is not published. That means, there is no place for the continuity of the proposal. <P> In any case, the Consejo Editorial decides if the publication is valid or not depending on the state of the proposal: if it must be adjusted, if it must be given to a third evaluator, if it is not adequate; this decision will be made based on: <P> » Not meeting one or some of the previously mentioned norms above will be a cause of rejection. » Comptent of the policies and principles of el Fondo Editorial. » Arbitrators’s judgements based on: i) conscience on the verdicts; ii) the detection of commentaries in respect to the scope and impact of the proposal; iii) the sum of the evaluation.
